Fixed Subscriber Email Delivery Timing

Faster Notifications

We identified and fixed an issue where subscriber notification emails were being batched too aggressively, causing delays of up to 15 minutes for some recipients.

Notifications now send within 60 seconds of an incident update being posted. We also added retry logic to handle transient email provider failures.
